Also, spend more money on your CPU and motherboard then GPU. Because all new graphics are PCI-e x16, you can update your computer anytime if your graphics card isnt fast enough. However, if you want a new CPU you will propably get problems with sockets etc, thats why its better to spend some more money on the CPU then GPU.
That's why my brother's computer doesn't need anti-virus software; 450MHz P3 doesn't meet virus's system requirements.

I'm not completely up to date on the latest technology as far as motherboards/cpu's go, but for an AMD system the AM2 is the latest socket, but a socket 939 isn't a bad choice either. You gotta decide on this before you can decide on the CPU, GPU, and RAM.

the 939 does not outperform am2. It is your cpu that is better not the socket. Also if you are cheap and do not plan to upgrade 939 is fine, but if you have the money then go for the am2 since all the new amd's will be for am2(like the 4x4). I would also recommend looking into a C2D as they can be a good option and are very easy to overclock. As for the GPU i would not get anything in the 7 series(unless u have the money). I would get something cheaper that will just get you by until it is time to move on to a dx 10 card. Finally for the monitor I would only get a crt as long as it will fit on your desk. They are much cheaper and have a higher resolution and will have a much higher refresh rate.
I've read a review about the am2 vs the intel's core 2 duo and the intel outperfomed the am2 in all areas
might be something to consider.

Do not get a CRT, a TFT is affordable and is a lot greater than a CRT. The TFT graphics are sharper and more crisp than a CRT, and is visually better, plus no need to worry about desk size.

crt's also get higher refresh rates. They can get over 100 will an lcd will only really go up to 75.
so if you only really use your computer for gaming and you dont have the money for a high end lcd a crt is much better
some high end lcd's still can be very good but they are still not better for gaming. You will also need a high end graphics card to work well since they work best at their native resolution which is hard to get with a cheap computer in games.
In the end if you only care about gaming(me) a CRT is much better for the price. But for an average person as long as you dont have ghosting(only cheap lcd) problems in games you will be fine with an lcd.
So it really just comes down to how much you care about gaming and also a huge factor is how much money you have to spend.

A good LCD/TFT has a response time of 12ms, which will not cause any ghosting/motion blur.
