Adding Server Messages

hi guys, i was jus wondering if any of you know how to add server messages, the 1's like in the AWE mod? execpt without downloading it? wut line do u put in the server.cfg? also how do u set the time so each message has to w8 like 3 secs to display another message?

u cant u need a mod for this and put this in server topic next time
