http://www.modsonline.com can be very useful if you're planning on learning mapping/modding.

Which side of modding would you like to get into...

Modding is a broad category with many subs...
- Mapping (Big in jump world)
- Scripting (Main area of modding)
- Graphics (Modelling, Skinning, Textures)

A little more specific and maybe I can point you at some tutorials

Im actually looking to get more into scripting, so i know what im doing etc and dont need to ask for everyones help. I also want to get into modding like the grenade teleporter thing posted a while ago, so i can just make stuff up myself.

What level of scripting are you at.

If 0, then start with a different language such as Visual Basic or C++.
If you have general understanding of script, look at my scripting tutorial (here).
If you understand all inside that post (or atleast a majority of it), start looking at the game files themselves (inside the IWDs) and also the CoD Documentation (can be found inside the 'CoD2/Docs' folder).

If you think you are understanding script, a good thing to practice is turning script into "pseudocode" and then back again (for example, 'while(1)' in pseudocode is read "while true" and 'for(;;)' is read "[loop] forever").

im fairly new to modding but i started out by taking mods that other people have made and looking in them and trying to understand what everything does. and then when you get that start to play around with it and see what you can do with it. i did that with the uber ?newbies¿ knife mod for cod uo and then transfered it to cod. with help from luke. but now i am making a radar mod so u see the radar in the top left corner for my release of de_dust (for cod)

I'm not 100% sure about how radars work, but the default functions of a radar cannot be changed (red dots, players, etc), moving it may be possible, but I am not too sure, try and you shall see :)
