decal problem

Well i tried to make an impact decal after watching the Impact_aplha video from mods online, it was for cod 1 but figured it would be the same in cod 2. well it looks ok in radiant:

but in game it only shows the base texture, and it goes all funny when you look at it from certain angles, like you can see through it sometimes:

I've tried other textures but it didn't work, what am I doing wrong?

Are the 2 textures on the EXACT same place. They must be taking up the same space, otherwise it wont work. Also, can you say the EXACT names of each texture.

I just changed the base texture and now its ok

It was v_grass01 before, which is a solid texture, but doesn't blend i guess.
