How to get the vote ?

i do not know why, just can't vote , online server i mean

go into multiplayer controls and there should be a setting called vote yes and vote no
just click on them and choose a button u want to use it with

i know on how but in some servers i can't vote , i can't use it

They can disable that on the server.

Also there can be a timed lockout at rthe start of a map and/or after you join the server
