I cant help but notice the double extension on the dds (.dds.dds) That wont work.
And also, which folder are you putting these in?

Also, how did you make the dds file? Photoshop, a dds converter or a simple rename?
Ok, I just took a look at the tga file. The reason it will not show up in CoD is because of the image size.
The image has to be a certain size otherwise it will not load, the size must be a power of 2...
so 64, 128, 256, 512, 1024...
The best to use is 512 for better quality...

When you put the texture into your own map, you will not be able to just click the texture and "fit" it as there is a large black area.
You need to make a 100 by 25 unit rectangle, apply the texture. Then press S to open the surface inspector. In there you can move the texture around using the "Horizontal shifts" and "Vertical Shifts". Smoetimes your texture will be backwards, to fix this, in the Inspector look at the "Horizontal Stretch " and make it negative (-0.25). You will then have to "Shift" the texture horizontally to get it nicely in position.
