Graphic Card Problem- Fps?

Okay. I bought HD 4850 few days ago. I Put it in my pc, all stuff works great.
Started to play cod2, wtf 80 fps max! (maxfps 125, i look in the air)
I asked some friend an he told me i have to install latest drivers.
I did that. Went in the game..Same!!!! (btw settings are minimum)

Do you know why?
I have some reasons: Maybe because my motherboard and proc is too low (athlon64 3200+, asrock 939s56)
The card is Pci-Express 2.0, I have only Pci-Express?
Card slowed pc a lot :(
Is there any solution what do u think?
It will be better if i buy Quad core 2,5 ghz and some cool motherboard?

What fps do you get in better games?

POOOOOOOOOOOR!
Cod 4 normal playing at Crossfire, omfg 10 fps max....Really bad. 20 fps if i look in the air....
Proc and motherboard,right?

I just noticed, I'm no tech-head, but that surely is going to be a problem.

Ye card works at 1.1
athlon64 3200+ is not really new thing
