Although heavily disputable, the CoD4 engine is far from the Quake Engine. It is an engine using the same libraries as the Quake engine, but not a modified version. It has been written from scratch along side the quake engine.

So technically speaking, it is a new engine.

CoD5 will unlikely be Modern Era, infact I am sure they announced they would be going back to a previous era.
CoD6 (by IW) will undoubtedly stick to modern era though.

Also, forgot to add. Although CoD4's engine is "new", it is unlike coD5 will use it, simply because it is IW's engine, Treyarch have their own engine.

Well call of duty 3 wasnt actually bad. Campagn was terribly boring. Graphics were decent, multiplayer was NICE
