2) FPS don't affect your ping but if you play online games with low FPS it will lagg. But not a lagg due to ping.
3) It could be possible on a gamepad imo. (I'll test in one of these days cause I have a 360 gamepad for PC) Don't know if the engine for 360 reacts the same way with srafejumping as the PC-one.
4) Probably not, probably 360 only.

You can strafe jump with the 360 joypad, I don't think you can get the same distance though
On the 360 (call of duty 2) most jumps are demoed with reflected damage and grenades, (throw a grenade at a team mate, and the damage is reflected to you so you can make a jump) not very practical in most games though
