Just because it was originally used to describe young mine workers, doesn't mean it hasn't changed since then. Meanings of words change over time.

You seemed to miss out something from your Wiki quote...

Firstly the word "Suggested" is not 100% fact, it means its a rumour, and we all know rumours are usually lies...

And the part you missed out...

The Cockney term chavvy for a baby or toddler has been in use for decades and almost certainly derives from "chavi".

Cockney being southern. Chavi is derived from Romani.

Also a couple of opther things...

A writer in the Independent thought it derived from the name of the town of Chatham in Kent, where the term is best known and probably originated.

The word chav has become common in southern England, and is generally thought to come from Chatham girls (Chatham is a town in Kent.)
