You cant play with cheats on internet servers, unless they have typed in /devmap mapname first.
You can use them on your own local server though, if you type in /devmap mapname in console.

You can only use cheats on a devmapped server.

I do not believe any normal server is using devmap...

So NO, flying is not possible on Multiplayer servers

(btw, if you have a language you understand better than English, someone might be able to explain more clearly)
