Hey, i've been getting back into cj lately, but for some reason my game won't push the fps past 144.
I am using a 144hz monitor, so i'm thinking it has something to do with that perhaps
I am completely aware of "com_maxfps", and i have it binded to my mouse, but whenever i go for 250 or 333 fps, it's just stuck at 144
Any help would be greatly appreciated:)

Have you tried following the instructions here?

Often the biggest impact on FPS is your in-game resolution, so try lowering it and seeing if it makes a difference.
Of course, it could be that your computer doesn't have a particularly high spec - if this is the case then there's only so much improvements you can make with settings.

This is a result of either vsync in the game settings OR freesync/gsync in your monitor/graphics control panel settings.
Disabling both is necessary. I set my gsync to "fullscreen only", and run cod4 in windowed mode so gsync never activates, then use the app borderless gaming to get it in a borderless window.
Cod4 uses the quake engine, so correct me if im wrong, but locked 144hz should stutter (mine does at least)
