Depends on what jumps, if its an easy jump that leads out of the map and can abuse big time.. Then clip it, no matter how possible it should be.
No, the mapper should be required to redesign that little section to stop the exploit. A wall which looks climbable should be climbable. If they do not want you on the wall, put something in the way to obstruct it, make it bigger, dont just put a big clip on it. Thats called lazy mapping.
Exactly what I was going to say - if there's a bit which looks jumpable which is near the edge of the map and could lead to the person getting out of the map, then that's just poorly designed.
