In London, a police officer doing anything of the sort would result in a riot, well played for that crowd keeping calm enough not to react violently, because that officer deserved a good kick in the teeth. Pepper spray for use in controlling non-violent people is moronic, it serves no purpose; the person being sprayed will not move, but more likely go into a state of panic and potentially become violent kciking out and resisting.

Where do the US get policing lessons? It seems similar to Libyan tactics >.>
