How exactly do you "freeze", buffed paper? Surely the process of freezing involves a liquid...

Well, first you'd buff the paper with one of those hand held thingys most likely, then you'd just put the piece of paper in a freezer for a while, it would make the paper a bit more stiff as well as slightly slicker.
