What operating system are you on? If it's Windows Vista, then it should be in "C:\Program Files\Activision\Call of Duty 4 - Modern Warfare\usermaps".

If you have UAC enabled, it can cause some issues, try "C:\Users\USERNAME\AppData\Local\VirtualStore\Program Files\Activision\Call of Duty 4 - Modern Warfare\usermaps\"
