You can find everything you need in our CoD4 tutorials section. After you're done looking through there you can also check out modsonline.com and post there, or make a topic in CoD4 Mapping Help if you have any further questions.
I understand it's not always easy to get involved with this community, especially certain aspects. Coming on the servers like you've been doing a lot gives you access to one facet. However, the forums and development side is completely different. To become active on this side, simply post meaningful, useful things, contribute, and like Drofder said: make maps, videos, custom skins, etc.
