Are you sure that the file is an actual gsc file and not a text file with the extension .gsc.txt?
Also, check to make sure it's in the right spot, right beside the BSP file in the maps/mp.

Far Cry 2 is actually a really good game.
From the videos I have seen in this game, it looks like something that will be lacking is variety.
Especially if you are trying to make a world which takes a couple hours to traverse.

It's obvious why the effect is playing somewhere else. I'm willing to bet you never set the origin of the script_brushmodel labeled "wallbefore". So by default, it will play at origin (0,0,0). Two ways going about this: Mapping way: Select your wall before, press n. key: origin value: x y ...

In the texture list, it's in the section labeled SFX.
Did you type it exactly how I put it?
Also, do not be fooled by how it is represented in Radiant, it shows up as a texture with Red and Black circles, but that is normal.

You can find them in the SFX folder, but if you do not see them there are two alternatives. Either clean your main folder a bit to remove the extra custom textures you have (Radiant has a limit on how many textures it will show) or select your brush and hit the "S" key and type in the name...

Well, on the bright side, they got one thing right by switching over to VAC.
But honestly, like I've stated before, I've lost hope in IW after seeing how they were obviously focusing on consoles after CoD2.
