You will need to enable hud. Use this command: /hud_enable 1

Actually it's called cg_drawlagometer, and you have to set it 0, to turn it off.

/cg_drawlagometer 0

For me the problem was with 1.7 - I needed to reinstall it.

There were a lot of scripts for this... You used to be staff on a server, can't you ask the owner?
