No it's not a 3.1 version that in cfg. I download cfg from your site : codjumper.com

Guid detection doesn't work on local servers like that, needs to be a dedicated server I believe. I'm also not convinced a name with those characters would, I'd try something simple until you have it working, but 95% sure it will never work as long as the server has the same guid as you do (local)....
